We wanted to share information from Cary Police & Town of Cary regarding the use of golf carts on the streets.  We have been approached by residents asking if these are allowed on streets in Lochmere.

The short answer is NO:  Golf carts are not allowed to be operated on Town of Cary streets/sidewalks/greenways/etc.

However, with new laws in NC you can now register and operate on roadways what are being classified as “Low Speed Vehicles”.  These are essentially the same as golf carts but actually get their own license plates, have to go through a safety inspection every year and have to be equipped with proper safety equipment very similar to a motor vehicle (headlamps, windshield wipers, turn signals, etc.). These vehicles look extremely similar to golf carts and it can sometimes be hard to differentiate between the two, but I would encourage residents to call Cary Police if they see “golf carts” on the roadways which have no license plate or the vehicle/operator is not adhering to any of the operating procedures detailed below:

§ 20-121.1. Operation of a low-speed vehicle, mini-truck, or modified utility vehicle on certain roadways.

The operation of a low-speed vehicle, mini-truck, or modified utility vehicle is authorized with the following restrictions:

(1) A low-speed vehicle may be operated only on streets and highways where the posted speed limit is 35 miles per hour or less. A mini-truck or modified utility vehicle may be operated only on streets and highways where the posted speed limit is 55 miles per hour or less; provided, a modified utility vehicle may not be operated on any street or highway having four or more travel lanes unless the posted speed limit is 35 miles per hour or less. This subdivision does not prohibit a low-speed vehicle, mini-truck, or modified utility vehicle from crossing a road or street at an intersection where the road or street being crossed has a posted speed limit of more than 35 miles per hour.

(2) A low-speed vehicle or mini-truck shall be equipped with headlamps, stop lamps, turn signal lamps, tail lamps, reflex reflectors, parking brakes, rearview mirrors, windshields, windshield wipers, speedometer, seat belts, and a vehicle identification number. Any such required equipment shall be maintained in proper working order.

(3) A low-speed vehicle, mini-truck, or modified utility vehicle shall be registered and insured in accordance with G.S. 20-50 and G.S. 20-309.

Lochmere is a beautiful development that has stood the test of time. Our residents take pride in their homes, their yards and in their respective neighborhoods. With our numerous amenities, Lochmere is a special place to live.

Please remember to clean up after your pet when out and about. Bring a plastic bag with you just in case, and make sure to dispose of the bag properly and not dump it on the street, on the trails, or on other people’s property.

There are 11 dog waste stations throughout Lochmere next to the trails.  We ask that residents only take enough bags for what they need.  We are seeing some stations go through unusually high numbers of bags which increases the cost to the Association.

Pet owners are required per Town of Cary Ordinance to pick up their pet’s waste. Pet waste is not only unsightly it is also harmful to the environment. Pet waste can impact water quality through the excess nutrients and bacteria which can be washed into our streams during rain events. Contamination of streams can affect algae blooms and be harmful to people wading and playing in the stream. Picking up after your pet is the neighborly thing to do; it’s also the healthy thing for you to do: for you and the environment.

The following is from the Town Of Cary's website: Defecation on Streets and Private Property:  Section 6-64 of the ordinance requires an animal owner to remove any feces deposited by his or her pet on the private property of another or on public property. If you know who the owner of the offending animal is, Animal Services Officers will be happy to work with you to address the issue.

highlands bathroom

 

The Board of Directors has approved a plan to allow access to the bathrooms at Highlands facilities. 

Due to the increased usage of the pickleball courts, there is a need to provide restrooms.  Access will be given to the Highlands Pool bathrooms with the installation of an additional fence section to keep within Wake County Pool Compliance. 

In the interim, a porta john has been placed temporarily at the Highlands parking lot.  

This expenditure will be funded from the Reserve budget.
